Baypointe Hospital & Medical Center was conceptualized when the local medical practitioners in the area saw the need to set up a state of the art medical facility to service the existing community and locators in the Subic Bay Freeport Zone and the local population of the neighboring towns of Zambales. They also wanted to take advantage of the growing tourist industry of Subic and thus envisioned a facility that will also cater to the retirement and medical tourism market.
The Proponents of Baypointe are a diverse group of 40 founders composed of established medical specialist and hospital administrators (this group comprising 83%) from prominent hospitals in Manila and Olongapo City, and management professionals and entrepreneurs (this group comprising 17% ).

Filiipino, Dr. Arkoncel is one of the Founders of BHMC. He is currently a Life Member of the Philippine Medical Association and an active member of the Bataan Medical Society. He graduated with a degree in Doctor of Medicine in 1977 from the Far Eastern University-NRMF and finished Post Graduate Medical Internship from JRRMCC in 1988. He completed his residency in Neurology from 1999 to 2002 at the Dept. of Neuroscience of the Makati Medical Center.
